AB Planning & Development Limited has particular expertise in assessing and delivering sustainability objectives. We offer advice on sustainability issues throughout the south of England. Andrew has regularly been chosen to project manage complex residential, health and leisure sector development schemes where stakeholder consultation is of primary importance. We provide our clients with a flexible approach to resourcing projects, using both in-house and other trusted external specialists, as required from our extensive contacts base.

Expert Witness Representation – at Public Inquiries, Informal Hearings & Written Representation Appeals

Andrew has regularly acted as expert witness presenting evidence at Public Inquiries and Informal Hearings and also presents statements for appeals handled through the Written Representation procedure.

AB Planning & Development Limited has extensive experience of working with legal representatives and has good relationships with leading legal firms such as Beachcroft, Hill Dickinson, Wedlake Bell and Pitmans, as well as barristers’ chambers in both London and Birmingham. We can advise solicitors who are instructing a barrister, instruct barristers directly and instruct counsel for legal advice or opinion and to appear at Public Inquires.

Site Identification and Site Assessment Appraisals

The identification of appropriate sites for development free of substantive constraints is crucial to achieving successful planning consents. AB Planning and Development undertake regular site appraisals for Hamptons International at their Buckingham, Henley and Maidenhead offices and provide similar services directly to private landowners in order to determine the likelihood of achieving an ultimate consent and realise the greatest development potential from any site.

Early appraisal of site suitability highlights key issues to address in planning applications and identifies those issues that may influence a development programme, inform development design, or lead to the site being rejected as unsuitable for development.

Examples of recent appraisals include: Cookham, in Windsor & Maidenhead; Arncott, in Cherwell; Swanley, in Dartford; and Henley, in South Oxfordshire.

Planning and Project Management

As planning projects and legislative requirements have become increasingly complex, AB Planning & Development can act as lead consultant, co-ordinating the efforts of other external consultants who may be required from time to time to provide additional ecological, heritage, arboricultural, transport, drainage, topographical and building survey or legal expertise. In this context, we have worked alongside such companies as RPS Ecology: Herpetofauna Consultancy: Northamptonshire Archaeology; Canterbury Archaeological Services; Barrell Tree Consultancy; ACD Arboriculture; Transport for Development Ltd; WSP Group; Griffiths Surveying; Mike Worby Survey; Butler & Young; Beachcroft Solicitors; Hill Dickinson; Pitmans; and Wedlake Bell. Our project management focuses the service on delivery and meeting client expectations. As project managers and planning consultants, we are well qualified to understand the significance of the work of all specialist consultants in the overall planning decision. Focusing on all contributions to the planning application, we are in the key position to give the best quality advice to the client on any of the issues that could impact upon the planning decision and successfully negotiate resolution of potential conflicts with Local Planning Authorities and Town or Parish Councils.

Design & Access and Planning Support Statements

Our planning and design capabilities enable AB Planning & Development to deliver comprehensive Design & Access Statements and also Planning Support Statements for a wide range of development projects.

Each statement is individually tailored to the requirements of the project, to ensure that the relevant Local Planning Authorities and communities are provided with all the appropriate details necessary for them to make informed and balanced decisions.

Examples of such Statements are: for a new Brethren Gospel Meeting Hall in Buckingham; a new infill dwelling at Kingwood, near Henley-on-Thames; a public house conversion at Westbury, near Brackley; and a replacement dwelling at Rotherfield Peppard, near Henley-on-Thames.

Public & Stakeholder Consultation

Since adoption of the Localism Act, community involvement in the planning process receives greater attention than ever before; in policy and plan development and the planning application process. The extent and type of public involvement varies enormously between projects, depending on the specific location, proposal complexity and client requirements. Recently, we have worked alongside David Parker Associates in promoting a residential redevelopment of a farmstead at Thornton, near Milton Keynes.

Careful design of appropriate consultation methodologies assist in maximising the efficient use of resources and delivering consultation at an appropriate level. AB Planning and Development facilitates, where appropriate, public consultation strategies that meet client expectations and address the relevant requirements of either individual major development proposals or site promotions through the Development and/or Neighbourhood Plan processes.
