AB Planning & Development Limited was established as an independent planning consultancy at the start of 2011 by Andrew Bateson. The Company is based at Witney, in Oxfordshire and primarily deals with private sector development proposals across Oxfordshire, Buckinghamshire, Bedfordshire, Berkshire, Wiltshire, Surrey, Sussex, Essex and London, although sometimes we may also deal with projects further afield, including commissions in Nottinghamshire, Yorkshire and Wales. 

Oxfordshire:- successes included consents in South Oxfordshire for large replacement dwelling houses at Rotherfield Peppard and Stoke Row, near Henley-on-Thames; three new residential infill developments at Kingwood Common; and  assorted house extensions at Stoke Row, Kingwood and Shepherds Green. In West Oxfordshire planning permission and appeal success have been secured for Sweet Fuels for an outdoor swimming pool, garages and stable blocks in Curbridge; and residential extensions in Bampton and Witney.  Current promotions include a 21-dwelling mixed open-market and affordable scheme on the edge of Hailey, near Witney. We are also representing residents as Rule 6 objectors at a Public Inquiry regarding a Hallam Land proposal for 91 open-market and 78 elderly care houses plus a 90-bed care home, on land south of Burford. Elsewhere in West Oxfordshire, we are shortly to promote a residential conversion of a redundant church building in Witney for six new 1 and 2-bed apartments. In Cherwell District: we secured consent for JR Baughan Ltd for a pair of semi-detached houses on an infill plot in Bicester and we are currently promoting at appeal a residential development of 9 houses at Arncott. 

 

Buckinghamshire:- consent secured in Aylesbury Vale for housing infill developments in Granborough near Winslow for JR Baughan Ltd; at Radclive, near Buckingham; and at Weston Turville and Edgcott, near Aylesbury for a private landowner and the Vale of Aylesbury Housing Trust; as well as a couple of barn conversions at Foscott, near Buckingham and Wendover, near Great Missenden.  These included four appeal successes.  A Brethren Meeting Hall for the Brackley Fox Lane Gospel Hall Trust was secured at Buckingham and a residential development of 6 houses plus a new Local Plan allocation for a further 33 houses was secured on the edge of Bletchley for Cass Properties UK. Elsewhere in Buckinghamshire, we unfortunately lost an appeal for a large new underground Code Level-6 eco-dwelling on a Green Belt/Chilterns AONB site at Lane End, near Marlow, in Wycombe District. However, consent was subsequently secured for a smaller dwelling on the same site.

 

Surrey:- consents secured at appeal for residential developments on behalf of Cala Homes/Banner Homes for schemes at Frimley, in Surrey Heath, Northwood in Hillingdon and Purley in Croydon. We also secured consent for a residential garage conversion in the Green Belt in Tandridge District and are about to submit a similar scheme elsewhere in that District, at a site near Holtye and we are currently promoting a 3-dwelling infill scheme at Hindhead in Waverley Borough.


Sussex:-: successfully fought appeals on behalf of Cala Homes/Banner Homes at Haywards Heath in Mid Sussex and secured outline consent for 21 houses on the edge of Ringmer, in Lewes District. Most recently, we secured appeal consent for the landowner for 8 new houses.on land south of Grade II* listed Sunte House, on the edge of Haywards Heath. Costs were also awarded against Mid Sussex District Council (Appeal Ref: APP/D3830/W/16/3146504). 


Essex:- successfully appealed on behalf of Ilford & Dagenham Properties an infill dwelling at Hornchurch, in Havering Borough. Previously secured consent for Whipps Cross University Hospital NHS Trust a small extension to the Whipps Cross Hospital, in Waltham Borough..

 

West Yorkshire:- promoted a residential development at Linton, near Wetherby as part of their Neighbourhood Plan; whilst in Durham:- sought to discharge conditions following approval for a large new replacement house at South Hetton; & about to promote a scheme near Retford in Nottinghamshire.


AB Planning & Development provides an extensive array of services centred on its expertise in the town planning profession and its continuing successes in securing planning permissions, listed building consents and Development Plan allocations for a variety of different development types and for a wide range of clients.

As part of our services, we:

    prepare Planning Site Appraisals;

    promote Site Allocations in Development Plans and Neighbourhood Plans;

    submit Planning and Listed Building consent Applications;

    prepare Planning Support Statements;

    prepare Design & Access Statements;

    act as Expert Planning Witness at Public Inquiry, Informal Hearing and written Reps Appeals;

    undertake the advocacy role at Informal Hearings;

    instruct Barristers on behalf of our clients at Public Inquiries;

    prepare architectural design plans for some house extensions and new house developments;

    or alternatively work with architectural practices who have been instructed by our clients;

    provide Party Wall services where necessary;

    undertake Public and Stakeholder Consultations; and

    act as Planning Project Manager working alongside partner architectural, ecological, heritage practices. 

Andrew has over 30 years experience working in both the public and private sectors. He worked initially for 18 years in the public sector as both a development control planner and Local Plan policy officer and was employed by York City Council, the Property Services Agency, Richmondshire District Council and Aylesbury Vale District Council.

 

In 2002, the Gamekeeper turner Poacher when Andrew moved into the private sector and began working for RPS. He stayed with that Company for 9 years and eventually rose to the position of Operational Director in charge of the firms former Swindon Office.  In February 2011 Andrew left RPS to establish AB Planning & Development, which has now been successfully trading and securing planning permissions for its clients for the last five years.
